Washington County authorities have found three dead goats among a dozen animals in a pen with no food or water.
Senior animal control officer Randy Buchanan says animal neglect charges are pending against Bryan Thomas of rural Jonesborough and will be served as soon as Thomas is found.
Buchanan says the lack of water and shade had a big role in the animals' deaths.
He also said those animals still alive were so starved they would race each other to get to the occasional leaf that fell into the pen.
The National Weather Service recorded a high temperature of 94 yesterday in nearby Johnson City.
Buchanan says authorities watered and fed the animals, which were found yesterday afternoon.
He says someone moved them overnight, before his office could take custody of them.
Washington County Chief Deputy Pat Littleton says additional charges could be filed.

Washington County Sheriff's officers are investigating a case of animal cruelty.
Deputies were called to investigate a foul odor coming from a barn on Wednesday evening. When they arrived, they found three dead horses and eleven others severely malnourished.
Thirty-six-year-old Scotty Ramsey of the Gray community, has been charged with 14 counts of aggravated animal cruelty. He was released after posting a $14,000 bond.
Animal control officers were contacted to take possession of the animals.
Arraignment for Ramsey is set for Wednesday morning in Jonesborough.

I can't stand people like this and usually they say well i feed them and I have never noticed them being skinny before. i mean these people are so mean.
Tha is just sick. Imagine those poor horses too. They are smart animals. They are stuck there knowing their turn will come if they don't get help. This just makes me feel very sad.
And the poor goats. That really must have struck a cord with you Ans. It is just disgusting.
that is horrid. what a horrible way for them animals to die. they should put the guys that did that in a big cage out in the hot sun, and let them go without food and water. let them get a taste of what the animals had to endure.
