Have you tried to open the picture in any kind of Photo program? If you have Photoshop it should open it. You can also try Paintbrush, word or powerpoint might open it. Once you get it open you can change the format in the proggy. I'd tell ya how to change it but since I don't know what if any proggy you have will open it thats kinda hard.
My sister sent me some pics in pdd format. It's part of Microsoft Picture it if I remember right. I was somehow able to open it in Microsoft work, but ended up buying the picture it program (needed to update the software on my comp anyways) so if you want you can e-mail it to me and I can switch it over for ya.
